Council of the County of Maui
Thursday, June 16, 2011 1:30 p.m.
Council Chamber, 8th Floor 200 South High Street, Wailuku, Hawaii
GENERAL PLAN UPDATE (MAUI ISLAND PLAN: CHAPTER 2 (HERITAGE RESOURCES))
The General Plan Committee of the Maui County Council will be updating/revising Chapter 2 (Heritage Resources) of the Maui Island Plan which includes the following sections:
- Cultural, Historical, and Archaeological Resources
- Shoreline, Reefs, and Nearshore Waters
- Watersheds, Streams, and Wetlands
- Wildlife and Natural Areas
- Scenic Resources
They will review the text of each section first, then review the Goals, Objectives, and Policies of that section next.
They will pick up the discussion Thursday, June 16, where they last left off in Mid-March with Cultural, Historical and Archaeological Resources (HCA) Then they will move on to the next section…Shorelines, Reefs, and Nearshore Waters, and so forth.
This meeting is schedule for three hours. The General Plan Committee usually meets the first and third Thursday of each month at 1:30 PM. It is very likely that they will finish the HCA section on Thursday and possibly Shorelines, Reefs, and Nearshore waters too and maybe beyond.
The Public can testify at this meeting on anything that has to do with the text, policies, goals and objectives of Chapter 2 Heritage Resources. Written testimony can be sent via email.
If you are interested in doing either, the following documents may assist you:
1. Chapter 2 – Maui Island Plan Heritage Resources
2. A template you can follow to help you email written comments regarding suggestions you may have for tweaking the text. Suggestions that are simple and blend in well with what is already written are more likely to be accepted by the planning dept and added to the existing text. Bigger changes may require a length written explanation of your reasons for recommending the change.
Also included are press releases regarding the role of the General Plan committee.
3. The three column Matrix that this committee will be using at the meeting for discussing and making revisions, if any, to the Goals, Objectives, and Policies of each section.
4. A Recommendation Matrix that includes the recommendations from GPAC, Maui Planning Commission, Previous Planning Committee Chaired by Sol, that you can use as a reference.
5. A sample template you can follow for sending written testimony regarding your recommended changes to the Goals, Objectives, and Policies found in Chapter 2.
This committee is chaired by Council Member Baisa. What she wants from the public are specific suggestions for revisions of the text, policies, goals and objectives of Chapter 2 Heritage Resources, Maui Island Plan. If you testify on any items outside of this context, you will be wasting your time and their time.
This very, very important chapter is the heart and soul of the Maui Island Plan (MIP). The final approved version of the MIP will guide the policies and decisions that the County makes for land use decision etc, for the next 20 years. This meeting is where the rubber hits the road. This is where your input can make a big difference for the future of Maui.
The making of the 2030 MIP isn’t the easiest process to understand unless you have followed it for awhile. If you haven’t, I suggest you just jump in and get wet by coming to the meeting. It really is the best and quickest way to learn how it works and how you can make a difference at this critical juncture.
