… By 1982 the U.S. Department of Energy had concluded that an interisland electric line was necessary to transmit geothermal power to the other islands.

Hawaiian Electric Company became the prime contractor, and the utility picked Parsons Hawaii as the systems integration manager.

The State considered and rejected the idea of conducting an environmental review of the project.

By 1990 community groups has requested a federal Environmental Impact Statement. When negotiations failed, they sued. The defendants argued that only preliminary discussions were occurring, that no specific project was on the drawing boards.

On June 25, 1991 federal court Judge Ezra granted the community motion for summary judgement…
